Early Years Team within Hartlepool Borough Council

Hartlepool Borough Council have appointed an Early Years Inclusion Co-ordinator - Heather Matthews
Heather shall support Early Years settings to ‘assess, plan, do and review’ interventions and support, based on evidence-based practice. Support settings to engage parents in the SEN identification and referral process; providing information, advice and support. Develop and deliver training programmes to address any staff development needs for individual early year’s settings and as part of a wider training programme. Leading preschool and school entry planning meetings to support transitions for young children with high levels of SEND. Acting as a care-coordinator for pre-school children with complex needs when a large number of agencies are involved and a key worker is needed for a period of time to facilitate appropriate educational provision. To develop links and disseminate good practice with existing early years SENCO networks to support and plan for smooth transitions to school nursery and to reception classes. Liaising with and signposting to a wide range of other professional colleagues from within Education and Health and Social Care to ensure appropriate early provision for children with SEND and to facilitate their transition to preschool and compulsory schooling. Working in partnership with parents/carers through home visits, visits to Early Years settings and multi-agency meetings for individual children.

Linda McGlasham, Teaching and Learning Consultant (Early Years):-
• provide support, advice and guidance for early years providers through network meetings, early years updates and visits
• plan and support the delivery of an early years training programme
• analyse EYFSP data to identify strategic priorities to improve outcomes for children
• lead on the SLC strategic priority
• plan and deliver interventions to improve outcomes for children
• support the implementation of DfE and Public Health programmes

Emma Watson Senior Childcare Officer (SCO) Role

To offer support, advice and guidance relating to quality and operational function to Private, Voluntary and Independent sector, Childminder and Nursery Provision within school. Our offer includes completion of audits in relation to statutory compliance, welfare requirements, safeguarding and SEND followed with generalised and bespoke training offer to the providers. Intensive individual support plans and regular visits are provided to those who are judged less than good by Ofsted or are yet to be inspected. Recruiting to government training programmes and initiatives. Encouraging enrolment onto quality initiatives. Working towards a cultured of meaningful Ordinarily Available Provision, with particular focus on Universal and Targeted support, providers are supported to ensure that they are inclusive to all. Providers bring to the attention and make applications to myself for the Special Educational Needs Inclusion Fund (SENIF) where applications are triaged and channelled through the appropriate route. Support is given to complete a co-ordinated support plan by the SCO. To upskill providers in Early Identification of need and identify appropriate interventions.
